Set SVG version to 2.0.

Use sizers for consistent sizing and display.

Make distinctions between internal and external (downloaded from
third-party servers).

The weapon sprites are now exported to SVG.

There is a new weapon called Ordinator which fires 20 rounds of .45 ACP.
